You want to turn the low and high screws all the way in. Do not force them when they stop. Then back off each one about 1/4 turn and start the engine.
Adjust the screws back off from there until the engine is running correctly. If the low speed is already working (sounds like that's the case) you can just leave it as it is and work on the high speed screw. If you cannot get the high speed to adjust out, you may need to open the carburetor up and clean it (carb/choke cleaner) then try again. If you still cannot get it to level out and run correctly it may be best to just replace the carburetor. It's pretty cheap (as these things go) to get a new carb for it.
