Thank you for your question and I understand your concern. Control board #8564544 was the original control board but the replacement control board is part #8564546 and if 8564546 is not available, part #8564547 is the alternate part number for the replacement control board.
It should definitely fill for longer than 5 seconds. If there is not a problem with the float switch or any of the wiring in the fill circuit, I would suspect a faulty control board. The water inlet valve should energized at beginning of all washes and rinses (1:30–1:40 min. Each) and purge (0:35 sec. Each); also on for 10 seconds for each APF soil purge in the Pre-Wash or Main Wash.

Based on the model number provided; it does not have cycle/operating thermostat. The only components in the heater circuit are the high limit thermostat and it is only used to shut the heater off in case the heater relay was to stick closed. The thermistor which is installed up under the sump is what is monitoring the water temperature. When a cycle reaches a thermal hold the estimated time will freeze. As the dishwasher is running and washing the heating element is slowly heating the water as the water cascades over the heating element. Once the thermistor sensing the target temperature, the estimated time will begin counting down again. So, with this said, make sure the heating element is working.
If the heating element working, the thermistor will need to be disconnected and measure with an Ohm meter for the proper Ohm resistances. The Ohm resistance will change with temperature rise and fall. I added an image below with information and the wiring diagram. If the heating element is working and heating the water after a few minutes of estimated time stalling, I would disconnect and test the thermistor. I hope this is helpful.
